Emergency Operations Plan

An Emergency Operations Plan (EOP) is a document that outlines the procedures and responsibilities of an organization in the event of an emergency or disaster. It establishes the overall roles, responsibilities, functions, and authorities of the various agencies, departments, and organizations involved in a response. It also provides a framework for how these groups should operate and communicate. An EOP is used to guide the actions and decisions of the organization during an emergency, to minimize the impacts and risks, and to restore normal operations as soon as possible. An EOP is not a strict set of rules and regulations, instead it is a guide that provides a structure from which each response can be effectively built.

The full EOP contains sensitive information that is not subject to the North Carolina Public Records Act under North Carolina General Statute §132-1.6.
