The University has identified eighteen Emergency Support Functions (ESFs) that represent groups of resources and capabilities that are most frequently needed in an emergency response. Each ESF is assigned to at least one Primary Department. Each of these departments are responsible for maintaining their ability to fulfill the expectations and responsibilities established in the ESF. These departments are also responsible for pre-designating individuals as Emergency Management Officials. The positions designated as EMOs, as well as the EML(s) and EPO(s) for each function, are documented as a part of the development of each ESF and maintained by the Office of Emergency Management and Planning. The ESFs also describe the actions taken by that ESF in each of the three Response Impact Phases. Each ESF was developed with the Primary Department(s) for that ESF and are maintained routinely by OEMP and the Primary Department(s).

Not all ESFs will be activated for every incident. ESFs will be activated as appropriate for the scale, duration, and type of incident.

The eighteen ESFs are as follows:

  • ESF-1: Transportation
  • ESF-2: Communications and Information Technology Systems
  • ESF-3: Facilities Services & Infrastructure
  • ESF-4: Fire Services
  • ESF-5: Information and Planning
  • ESF-6: Housing, Mass Care, and Human Services
  • ESF-7: Resource Management
  • ESF-8: Health and Medical Services
  • ESF-9: Search and Rescue
  • ESF-10: Hazmat Response
  • ESF-11: Cultural and Natural Resources
  • ESF-12: Energy Services
  • ESF-13: Law Enforcement and Security
  • ESF-14: Initial Recovery
  • ESF-15: Public Information and Warning
  • ESF-16: Academics and Research
  • ESF-17: Athletics and Event Management
  • ESF-18: Volunteer and Donations Management
